Localise the User Interfaces (support translation to multiple languages, date formats, time zones)

Please add support to localise the user interfaces (support translation to multiple languages, date formats, time zones).

Key interfaces:

• Authentication point - personal account and brokered logins (not including delegated connector)

• MyAthens+

• Error messages

• Ideas Portal

• Admin interface

Ideally, the key default interfaces like 'admin', 'error messages' and 'authentication point' should be translated based on the user's browser locale (or a preference set in OpenAthens admin).

Alternatively, it should be possible for admins to 'localize' end user facing UIs by modifying the default English text. This solution would work for multiple use cases, including English-speaking libraries who wish to customize the text, not just translate it.

Allowing library admins (and users) to see dates in their local date format AND time zone would help reduce confusion with things like 'account expiration' emails where the date displays in UTC format for all users globally.
