Ability to specify encryption method for custom SAML resources

It seems OpenAthens uses the encryption method AES-128-CBC by default. But some publishers require a different encryption method instead, such as AES-256-GCM.

Publishers can force OpenAthens to use a certain method by specifying it in their SP metadata. However, it can be a challenge to get the right tags added/updated in the publisher's metadata successfully.

Instead of depending on an SP-side fix, could we add a new Encryption Method setting for each Custom SAML resource in the OpenAthens catalogue? This would empower OpenAthens customers to quickly resolve technical issues that publishers oftentimes struggle with.
