Allow Resource Status notifications to be limited to resources allocated to an institution's OpenAthens catalogue

As an OpenAthens administrator, I would like Resource Status notifications to be limited to resources allocated to my organisation's OpenAthens catalogue, so that I only receive alerts relevant to my library and its users.

Many libraries subscribe to Resource Status notifications because they provide valuable early warning of issues that may affect access to electronic resources. However, notifications are currently sent regardless of whether a resource is allocated to an institution's OpenAthens catalogue.

When a notification is received, it is not always immediately obvious whether the resource is relevant to the organisation. Administrators may need to check their A-Z database list, knowledge base, discovery system, or other resource management tools to determine whether the resource is currently subscribed to or available to users. This can be time-consuming, particularly in larger libraries with extensive collections and regularly changing subscriptions.

It would be beneficial to have the option to receive Resource Status notifications only for resources allocated within an institution's OpenAthens catalogue. This would make notifications more relevant and actionable, allowing administrators to quickly identify issues that may affect their users without needing to verify whether a resource is actually part of their collection.
