Add a 'Notes' field to the Resource Details page in OpenAthens Admin

The notes field would be a place to record any history for that particular resource such as changes made to the URL which could be useful for admins when troubleshooting future problems. This field should not be changed/cleared when using the Revert to default option available for each resource as it would be helpful to preserve these notes for future reference.
