Allow restricted mode on a per resource basis (with permissive mode enabled)

I have a request to restrict access to certain specific resources to certain groups of our users.

OpenAthens allows for either:
Restrictive mode - Each and every resource is allocated based on Permission sets.
Permissive Mode - Everyone can access Everything.

It would be rather nice if Restrictive mode can be implemented on a Per Resource basis rather than the current All or Nothing solution.
