Finding accounts without allocated permissions

It would be valuable to be able to filter for accounts without an allocated permission set, or to run a report to generate a list of accounts without an allocated permission set.

We use a local connection to Okta for our accounts but occasionally accounts do not have permission sets allocated when they should, because we need to improve our attribute mapping. It would be good to be able to search in bulk for accounts without permission sets.
